This study aims to analyze the challenges of implementing Total Quality Management (TQM) at Omar Al-Mukhtar University and the University of Benghazi, Al-Bayda Branch, to identify the main obstacles hindering its adoption in Libyan higher education and to assess their impact on institutional performance. Using a descriptive analytical approach, data were collected through a structured questionnaire distributed to 45 academic and administrative participants. The findings revealed a high level of awareness and understanding of TQM concepts among respondents, while the actual level of implementation remains moderate, highlighting a gap between theoretical knowledge and practical application. The major challenges include limited financial and technological resources, insufficient training, weak coordination between departments, poor strategic planning, and low awareness of quality principles. Furthermore, internal factors, such as resistance to change and weak institutional culture, along with external factors, including political and economic instability, significantly hinder the effective implementation of TQM. The study recommends continuous professional training, adequate financial and technical support, and strong institutional leadership to promote a sustainable quality culture. It also stresses the importance of strategic planning and collaboration among stakeholders to ensure successful adoption. The study concludes that TQM represents a vital strategic approach to improving the efficiency, competitiveness, and sustainability of Libyan higher education institutions, provided that strong institutional commitment, transparent governance, and integrated efforts are maintained to achieve continuous development and educational excellence.
