This study explores the rise of Turkish influence in North Africa, focusing on its motivations, instruments, and interactions with European powers, within a political-philosophical framework that views regional influence as the ability to shape outcomes and power balances without direct control. It demonstrates that Turkey has employed a combination of hard and soft power—including military, economic, cultural, and media tools—while leveraging its historical legacy and strategic capabilities. Meanwhile, European powers, particularly France, Italy, and Spain, have acted to safeguard both their traditional and emerging interests.
The findings indicate that Turkish influence is not circumstantial but a coherent strategy, and that Turkish–European interactions in North Africa are characterized by intertwined interests and strategic clashes, reshaping regional power dynamics and directly impacting security and stability in the Mediterranean. Through this analysis, the study offers a comprehensive understanding of regional influence dynamics, highlighting influence as a political-philosophical process woven from history, power, and strategic choices, making its comprehension essential for anticipating the future of regional security.
